I don't think this would work well, being in a city that lies on top of water during a storm out at sea sounds like a bad idea to me. Besides if money is spent making a city that lies on top of water, what kind of business could they possibly come up with to make money in return?

Something big enough negates the waves. The titanic was so huge that you wouldn't even feel waves...

I'm sure if they make 1sq mile of a floating city you wouldnt feel much.. Even tsunamis aren't that big in the middle of the ocean, they are like normal waves
