That doesn't stop the naughty naughty ROMs people can get for their computers from getting .ips so that's why I wondered if it extended to the carts.

Sekna is correct; it can't be done becuase they use Read-Only memory.
When the term ROM is used to talk about a file on a computer, it is actuallly wrong. The file is an image and is fully writable.

I believe you have to have some sort of flash cart/programmable eproms. As I know people can make their own copies of Starfox 2 and such. (http://www.racketboy.com/forum/viewtopic.php?f=25&t=13416) Probably asking the person in my link may be your best option, that I can think of, if you want to create a custom SNES cart.

If I recall, it's possible to do it but SMW Hacks won't play right because they're usually too big to fit on an SNES cartridge or something like that.
So short answer: Not SMW Hacks.
