As someone who loves TF2 more for its characters, style, and antics, I will say it has an excuse plot.

At the same time however, it works with what TF2 is. TF2's story exists completely outside the game in the form of comics and videos. TF2 was initially going to be an uber serious FPS, but Valve couldn't justify a lot of the things in the game (why two warring factions would build bases 50 yards from each other for example). To remedy this, TF2 was reworked into a more humorous game where excuse plots and insensibility were acceptable.

If they made a movie, I'd watch it. It would be filled with comedy and action. Though Valve would have to make up a story line that could fill up a one and a half to two hour time frame, of course.
