Some games, such as Crysis 2, can't be sold anymore. I'm imagining it's only games that are being sold as of the last possible day of the competition that will be awarded.
Either way, that's a hell of a lot of games.

It's still a stupidly large amount...you'd have to spend a good few hundred (maybe) to get all the games, to then be able to get the achievements, to then be in for the chance of getting a prize.

The amount of people that actually get all the games and achievements will be incredibly small. Assuming you pay a couple hundred bucks to get the games and you manage to win, you'll get more than a full return in all the rest of Steam's games.

Accounts are legit, they had trading privileges from BEFORE the event started. NOTHING is wrong there.
Now, if I decide to make 500 accounts add humble bundles to them so I could trade, THAT would be against the rules.
