The term 'What the Hell?' is thrown around a lot, and is obviously becoming increasingly popular on internet message boards, however I feel I am right in saying:
'What the Hell?'

the answer is A LOT
but I can give you all the ones that I know
after that you should go to http://www.gamewinners.com/n64/DiddyKongRacing.htm
they have codes for every game imaginable
to enter these codes you have to type them in the "Magic Codes" screen
Code:Effect
------------------------------------------------------------------------------------
Arnold: Big Charcters in all modes
ByeByeBalloons: Remove Balloons from Versus mode
Bombs Away: All Balloons are now colored red
BlabberMouth: Turns your horn's beep into chosen charcters voice
BodyArmor: All Balloons are now colored yellow
BogusBananas: Bananas now slow you down instead of speeding you up
FreeFruit: Start versus mode races with 10 banana limit
FreeForAll: Instant Balloon Powerup (with this in effect it will be like you picked up three balloons at once)
NoYellowStuff: Remove Bananas from Versus mode
OppositesAttract: All Balloons are now rainbow colored
OffRoad: Four-Wheel Drive
RocketFuel: All Balloons are now colored blue
ToxicOffender: All Balloons are now colored green
TeenyWeenies: Small Charcters in all modes
TimeToLose: Makes the AI Super Tough to beat
VitaminB: There is no limit to the bananas that you can carry
ZapTheZippers: Remove road and air zippers from Versus mode
also if you manage to unlock the 2 hidden charcters cheats to control them will appear in the Code List
and if you turn off your 64 you'll have to re-enter the codes next time you play
