An emulator is a piece of software that mimics a piece of hardware. For example: Project64 emulates the N64, zSNES emulates the SNES, and so on. Emulators play ROMs, which are electronic copies of a game.
You can find emulators at Zophar's Domain (http://www.zophar.net), although you'll have to find ROMs yourself, using Google.

I could PM you a good link, but it's illegal in some countries. Tehnically, if you own the game, you can own the ROM. Only in some countries though. I know USA and Canada...Anyways if you have BK/BT I can PM you links.

Are they legal in some country?! I'll move to there! Just Kidding.
At least here, you can only have ROMs in your PC only if you have the original game (as a backup). If you don't, you can download the ROM, but you must delete it 24 hours after downloading.

No, ROMs are illegal unless you rip them yourself. I have no idea where the 24 hour thing came from.
But the police don't care if you've downloaded ROMs. One time someone got their computer confinscated by the police for other reasons, and all of the ROMs on it weren't even mentioned when they gave it back.

I am fairly certain ROMS are illegal, period, no matter how you obtained them or if you own an original copy of the software.

The 24 hour rule isn't even official, as soon as you download an illigal ROM, it is illigal. Even if you have the original game, it is still considered illigal for you to have the ROM dumped off its original format in which you bought it for.

I don't belive the 24 hour thing, but belive me, in SOME COUNTRIES you can own the ROM as long as you have an authentic cart or CD. Of course, some ROM's are so old noone gives a crap...Anyways this is turning into some bad controversy, I think we should end this.

While we're talking legalities, you know, there actually is a legal limit for how long you can keep downloaded movies on your hard drive...

I said the 24 hours thing, and I'll try to prove it.
I may not post any links now 'cause the anti-emulation rule. You'll must truth me.
In a brazillian big ROM site: (The name of the site was replaced with ***)
- Os roms devem ser apagados em 24h, a não ser que você tenha o jogo original. Tanto *** quanto a *** não nos responsabilizamos pelo descumprimento dessa lei. Qualquer dúvida poste no fórum.
- The ROMs must be deleted in 24h, otherwise you have the original game. *** and *** won't care if you disregard this rule. Any question about this will be answered in the forums.
Also, in a Yugi Oh ROMs site:
You MUST AGREE to these terms before downloading. -All roms will be deleted within 24 hours of download, otherwise you own the original. -We can not be held accountable for any damages to your computer. -You agree that roms are for a "Try then Buy" purpose only. -You will not sell any of these roms for personal profit
