Well, this is Anything Goes, and it doesn't really have anything to do with anywhere else, so I just put it here.

If it's gaming related, it goes in Misc Gaming ;)
And as far as I'm aware, you can't slow down the emulation speed. I've never actually looked, though.

Here are some tricks that will slow it down, but it depends on your requiremnts, I guess...
Go to Options -> Configure Graphics Plugin -> uncheck the hide advanced settings button -> Click on the Advanced tab -> Check the Copy Framebuffer to RDRAM button.
If you think it's not enough, try this:
Go to Options -> Configure RSP plugin -> Change the CPU core style from Recompiler to Interpreter.
I guess this will do. :)
