twice day, so every 12 hours (If you try to vote before that time it simply won't let you or say you have to wait a massive amount of time -ignore that-)

That reminds me of those false rom sites where they have those 3 buttons to vote that take you to foreign rating sites. >_> Not... that I've ever... had anything to do with... roms before... or anything... <_< *cough*
