Wait just one freakin' minute!
So I was playing Diddy Kong Racing the other day and when it got to the part where it shows Rare's logo, I heard kids laughing. And for some reason I thought it was very familiar. And then I realized thought it was from the Gamecube startup screen , you know, one of the secret noise things where you press a certain button while turning the GCN on and you hear a different starting noise. So either it sounds like or it is the same as the DKR one I heard. I haven't been able to check yet since that would require me to hook-up my GCN and I'm too tired to do it. can anyone confirm this/ has anyone noticed this before?
EDIT the Z button noise sounds like a squeaky toy and at the end a kid laughs, and it sounds very similar to the "Rare laugh". does anyone know what the other buttons for the other noises are? But rare isn't affiliated with Nintendo so why would they have it on the gamecube

I would think that the "Kids Laughing" sound is one of those commonly used sound effects.
If you press Z on 4 controllers at the GCN startup, it makes a some jungle-like sounds.

Some of Rare's own kids did the SFX, if i remember right. (For DKR anyway)
