Is there a way to clean the water in Rusty Bucket Bay because I remember being able to clean can someone tell my memory if it is right or not?

No, there isn't, unfortunately.

I believe you are remembering something that happened in Banjo-Tooie.

EDIT: Or possibly you are thinking of Clanker's Cavern, because Clanker says something along the lines of "Get me outta this dirty water!". Which, by the way, you don't actually clean the water, you just raise him up out of it.

This sounds familiar. Maybe you were trying to clean the dirty water from the pig's pool in Jooly Roger's Lagoon in Banjo-Tooie?

To clean the water, climb up onto the roof of Jolly's Tavern and use the shock jump pad to reach the ledge. Grip-grab to the top of the pipe from which the dirty water comes out and use the bill drill to bust the lid and get inside. From there, walk around until you find a red button on the trash compactor, which you can activate with a beak barge and a grenade egg. That way, the filth stops pouring and the pool gets clean.

To heat the water, go to Cloud Cuckooland and push George Ice cube off the ledge near the pool of water from which you can enter the central cavern. He will fall in the volcanic spring on the lave side of Hailfire Peaks. Return to that level (but don't jump off with George, or you'll meet the Reaper) and use sink to the bottom of the spring in Banjo's backpack to press the switch. You will now receive a jiggy, stolen straight from Gruntilda by the mutant pigs. Cheerio!

Erm...if you're having trouble with Rusty Bucket Bay, then i suggest you
type in this code in the sandcastle in Treasure Trove Cove:

GIVE THE BEAR LOTS OF AIR
