The Warriors of Wind were two Elemental Warriors that had to be cut from Kameo: Elements of Power due to technical difficulties and time restraints.

"Cloud Monster"
“Unfortunately after this [evolve] cut-scene was finished the character proved too hard technically to implement in the game and we were beginning to realise we didn't need so many characters so he got the chop.”

The "Cloud Monster" as he's referred to in animatics as well as his evolve sequence, was an Elemental Warrior of Wind that was ultimately cut from the game for being to difficult to work into it.
Abilities
The only real ability "Cloud Monster" is seen demonstrating is an electric shock move, not unlike the one eventually given to Flex.
"Whirly Bird"
Not much is known about "Whirly Bird" other than his name, and that his evolve animatic showed him with a more birdlike appearance and being swallowed up by a tornado. He was probably cut for either the same reason as "Cloud Monster," or for not having another Wind Warrior to accompany him because of "Cloud Monster's" cut.
Abilities
It is presumed that "Whirly Bird" had some sort of tornado or strong wind related powers, but no footage of him exists to confirm this.
