Arcade Graphics Editor Help!

Okay, I'm trying to do a rom hack of the PacMan arcade game for MAME. I found this program for editing the graphics.

I got it working, however when I try to load the pacman rom it gives me an error message "pacman.5e not found" the thing is, it's there. I can't figure out why this won't work! can anyone help?
