My theory is that you were supposed to retrieve the sandcastle codes in Tooie. Use them in Kazooie to unlock the secret areas (new stages) and retrieve your prizes. Then you'd swap those over to Tooie, and carry em on over to Heggy's.
Based on the fact that kazooie doesn't check for flag data, but it sets flag data at the end of RAM. Therefore, the only way to unlock the secret areas is by using the sandcastle cheat codes.
