Well you unlock Freezeezy Peak by completing the jigsaw puzzle. HFP wasn't a planned level in B-K from what i know. Only possibility is that the "Ice Key" would go to a Level we don't know about or something else.....that we don't know about....

Mount Firey Eyes was in Banjo-Kazooie at one point, and that's actually the fire side of HFP, if that counts.
