No. Blackeye was the main character in a beta game called dream which later got changed to banjo, so Banjo stole his "dream" and "glory".
Also, he's not there drinking his sorrows away, he's seasick.

Mysteries about Captain Blackeye:

-Rare said that evil pirate has a mission and purpose and we will learn more from certain tavern,
-he ask Banjo to buy another glass of water but he can't do it,
-he said that he has a dream once where he was in fine game and bear stole his glory...,
-near him there are Treasure Trove Cove, Sharkfood Island and Pink Egg picture and treasure chests looks like as Treasure Trove Cove entrance chest,
-in map room on Rusty Bucket ship there is Treasure Trove Cove map with X on Sharkfood Island where Pink Egg is hidden,
-there is Red Egg in Captain 's' Cabin on Rusty Bucket ship,
-there is room in Mad Monster Mansion with Captain Blackeye's picture and closed treasure chest,
-on SnS Whiteboard there is Captain 's' Cabin map with X on Red Egg and big X that looks like as crossed pirate swords from Blackeye's head,

Blackeye is a Cameos about Dream game. But the Water he ask can be suposed to give one of the 7 SnS BK codes I think.

Based on Captain 's' Cabin map with X from SnS Whiteboard he would tell us code for Red Egg-it can't be code for Pink Egg because based on TTC map with X and TTC/Pink Egg pictures in Jolly's he want collect this egg.

people keep saying "oh no, but MMM and rusty bucket belong to grunty", but if we go on the fact that he is making references to project dream, when grunty hadn't been in the story, then we can say that instead of belonging to grunty they would belong to the old bad guy, the giant/blackeye

so he did own them in the original thing, but it got changed.
blackeye is just a little reference to SNS and project dream...

Actually, before becoming focused on Banjo and the giant, Project Dream wasn SNES project about a boy named Edison fighting a group of pirates...

Rare has already confirmed that Blackeye wasn't the giant...

Edit: Also, about Blackeye reffering to hackers, IceMario and SubDrag didn't discover the codes until after Banjo-Tooie was released?

maybe gameshark hacking for ice key. but then again i still believe he is referring to project dream and the ice key is not his.

I thought hackers found the codes days after they completed the game? (Banjo Kazooie, that is)

ok, the codes were found in 01 from what I've found, but didn't they get the items before then?

I think the hacker Only get the Ice Key ans the Blue eggs. =)
