Plugins not installed? I would suggest just Downloading it again and try installing it again.
edit: And also if you dont know much about the codes or whatever i would look at the very top stickied thread, I dint and when i posted i sounded like the biggest noob because some random had already discored the same thing yonks ago, it lost me quite a bit of rep points

Be sure the plugins are placed within the "plugin" directory of PJ64 and not somewhere. Also, make sure you're downloading from a reliable source and not "Kimmy's House of Not P0rn Emulators" or something, as they could be corrupted.
Try NGemu or the Emu-talk forums.
