They used placeholder heads during development for heads they hadn't made yet. You can see a lot of this in the Nintendo Power strategy guide for Tooie.

They've always had the ability to talk and had eyes, In the begining of banjo kazooie the jiggy would talk and tell what it is...kind of like intoducing it

at 4:43 it also shows the crocs head down the bottom corner and 4:47 its shows a jiggy with eyes instead of the new jiggy graphic we got in tooie
