If they use previus material it does not mean that battletoads 360 was in development then... by the contrary Rare could not release it on nintendo and xbox were not even made yet!

Perfect Dark in my opinion is their best, it had Goldeneyes groundbreaking gameplay, only it had a better storyline, and it was the most customizable FPS for awhile.
