Have you ever versed Weldar the Welding Torch in BT? Well I have seen some(note that some is in italics) videos and Weldar Says "How about some Nuts and Bolts?"

Obviously Rare planned to take an eight year break and then change the core gameplay. It makes the most sense.
Or they were looking for names, remembered that Weldar quote and were all "...Well, why NOT?"

It's like lets say a game is called stabber.
Then you get to a boss and he says "I'm gonna stab you with a knife now".
Eight years later they make a game named "I'm gonna stab you with a knife now".
Not really a connection, it's just a line and he does send out some nut's and bolt's on you.

Nuts & Bolts is used often in many sentences, I don't even think they had weldar in mind thinking up the name.

Weldar doesn't talk about the Actual Nuts & Bolts game.

Well, there's two scenarios here:

Weldar summons Nuts n' Bolts to attack you.

Rare have been planning N&B all along.

Maybe they were planning on a game called Nuts and Bolts, but never did they plan it to be a Banjo Kazooie game. Maybe they remembered their ideas of Nuts and Bolts, and decided to combine it with Banjo Kazooie.
